Dr. Victoria Harkins reviewed and approved/disapproved over 300 design plans and specifications submitted by public water supply systems in the State of Texas.  The review consisted of technical design, capacity calculations and compliance for distribution water lines, ground storage tanks, elevated storage tanks, hydropneumatic tanks, and service pumps and public drinking water wells with well pump capacities.  The review was made to ensure compliance with the requirements of TCEQ’s Chapter 290 Rules and Regulations for Public Drinking Water Systems and the Texas Health and Safety Code.   

Water Distribution Modeling, Bexar Metropolitan Water District, San Antonio, Texas: Dr. Harkins is currently project manager for water distribution modeling for a large water purveyor in the San Antonio, Central Texas area.  Harkins Engineering, Inc. is responsible for preparing computer hydraulic models for its water distribution system and to perform an evaluation of the distribution system to identify current and future needed improvements.  Harkins Engineering, Inc. has oobtained, evaluated and reviewed existing data and facilities, allocated demand based upon (evaluate billings for 2005/2006 and input those demands at the closest modeling nodes) and input of demands, and input of system operations.  Currently the model is being verified for calibration including field verification of C-factors, pipe layout, valve location, etc., Future work will include evaluation of the future water system, development of a CIP, and evaluation of financial impacts and methodologies.  

Lower Colorado River Authority, Burnet County, Texas:  HEI staff served as the project manager of a groundwater well design, installation and development project for a public water supply.  In addition, the project involved a study of the localized groundwater to assess the potential for development of additional ground water supplies and the feasibility of obtaining service from a neighboring utility. 

Town of Annetta, Parker County, Texas:  Harkins Engineering, Inc. is currently the project manager for the design of a groundwater treatment plant including a groundwater well, storage tank, pressure tank, piping, chlorination, and related appurtenances.  Water distribution modeling will be used to establish the initial network and all future additions.  

City of Italy, Ellis County, Texas:  Harkins Engineering, Inc. completed a detailed and comprehensive audit of the city’s water and wastewater utilities and management.  A final report with models and templates was provided. 

City of Italy, Ellis County, Texas:  Harkins Engineering, Inc. is served as the project manager for the design, construction and completion of a groundwater well, piping and related appurtenances for the City of Italy. The City of Italy is at capacity for its production requirements.  Harkins Engineering, Inc. completed and provided the required documentation for the application of a grant to assist in funding the new well.   

Village at Northlake, II, Jonestown, Texas:  HEI Staff served as the project manager for a wastewater treatment plant design, construction and permitting for a pending light commercial and hotel development.
