HEI, as a subonsultant to Espey Consultants, Inc., was awarded the project for Region C Water Study.

Harkins Engineering, Inc. is a licensed engineer in the State of Texas.

Harkins Engineering, Inc. (HEI) has successfully completed the requirements of the Oklahoma State Board of Licensure for Professional Engineers and Land Surveyors for a Certificate of Authorization to provide engineering services in the State of Oklahoma. Dr. V. Harkins is also a licensed professional engineer in the State of Oklahoma.

HEI successfully completed the requirements to become certified as a Historically Underutilized Business with the State of Texas.

HEI is certified as a woman-owned business by the South Central Texas regional Certification Agency and the City of Austin, Texas.

HEI is a certified disadvantaged business enterprise.

HEI is certified as a small minority, woman owned business enterprise by the South Central Texas Regional Certification Agency.

Dr. V. Harkins is precertified with the Texas Department of Transportation in Hazardous Material Assessment.

HEI will celebrate its third anniversary in January 2009.
